To answer this question we need to be trace back to the
history of latches and flip flops.
Because there we will get answer for which is first "Seed or
Tree"?

seems that Latch is basic building block for a flip-flop.
Latch is enhanced with clock to form a flip flop and make it
a synchronous device.
Interestingly, there are asynchronous flip-flops whose
output can be forced to change without the reference to the
clock.
