What is the best way to convince the counselor when u r once rejected and appearing for the second time?

Hi all, my F-1 visa request was rejected two years ago (December 2008) and now I will try for the second and last time on January 7,2011. Previously my brother, who lives in the U.S.A, was my sponsor but this time I'm self sponsored and changed my university. Last time the VO said "You are going to work with your brother" and rejected my visa. So the possible questions for my visa will be as follows and please give me some possible answers. Thank you! I have applied for a few US universities for MS in EE for fall 09.Passed out B.Tech in 2004 with 67.6% and 9 backlogs,did PGDBA from Symbiosis through distance learning from 2005-2007 and 1 yr Graduate Diploma in Telecomm. My student visa was rejected on 24th june.It was due to immigration file.VO thinks that i will not come back to india.I am going for bachelor's degree at pennstate under collaboration program.So if pennstate write a letter to US consulate regarding me that they are taking responsibility of me that i will return to india after my graduation.So what are my chances for visa?
