I was told give socially responsible person reference for
qualification and character in offer letter.
Which are valid options? Can I give my
brothers/friends/managers reference?

In any regards of job references should not be in any of
your first-group blood relations. So, you can not give your
brothers/sisters/any of parents references if it is asked.
But cousines reference can be accepted in case-by-case
basis. You can provide your friends/managers references.
