high priority,then why do priority given by test
engineers/project managers and severity given by testers?

High severity is used to categorize whether a defect is
severe or not. Its based on the functionality and how the
defect or issue impacts the working of the functionality.
High priority in turn is used to prioritize the various
defects raised, which in turn denotes the priority in which
it needs to be fixed to be released to production. I would
say, there can be low severity issue, that can be of high
priority, if it needs to be fixed immediately.
