The role of the link in a three phase system is to allow
complete safety isolation of the system for maintenance
purposes. When a 3 phase 4 wire system is used to supply
single phase loads between phases and neutral
disconnecting the neutral could cause a single phase load
to be subject to the same voltage as the phase to phase
voltage. Normally all 3 phases should be completely
disconnected BEFORE the neutral is disconnected. For this
reason a fuse is never placed in the neutral line of a
3phase 4-wire system. In a single phase system the
disconnection of the neutral before the phase line is not
that important.
