The answer is 3:59:35 PM.
7 am to 4:15 PM is 9hrs and 15 mins.

Given:
gains 5 secs in 3 mins
so 100 secs in 60 mins
so 925 secs in 9 hours and 15 mins

So at 4:15 subtract 925 secs or 15 mins and 25 secs.
So it will be 3:59:35
