Above answar is 90% correct but some time people ignore

perform physical movement on the instruction of processor
or other devices, but now a days Its use in different
termnalogy, word ENCODER means transfer the code in one
shape to an other. It is understood that it is only
understand the binery codes or transfer data to binery
