deducted from the discount price during a special sale, what
would be the lowest possible price of a part costing $16
before any discount?

16*40/100=6.4
So the price of article after first discount is: (16-6.4)9.6
9.6*25/100=2.4
So Total discount will be:
6.4+2.4=8.8
total discount=8.8
lowest price=16-8.8=$7.2
