THE MAIN THING OF VALUE TABLE IS, IT DOES NOT RESTRICT ANY
VALUES. IT IS A USELESS TABLE.
IT JUST PROPOSES TO THE CHECK TABLE, AND WE CANNOT GET THE
F4 VALUES FOR THAT PARTICULAR DOMAIN.
