What is diffrence between Transducer and Transmitter?

TRANSDUCER is device its converts one form of energy into
another form of energy.(electrical to mechanical /
mechanical to electrical.. ) mechanical to electrical is
inverse transducers.
TRANSMITTER is a electronic device.its sense the physical
variable and send the small electrical signal to the
panel/controller. i.e 4-20mA. Transmitters also a TRANSDUCER.

If a control valve is hunting means means if we are giving 50% to the cv, the cv will open at 51% then slowly slwoly it will reaches 49% , so what to do for solve this problem.
