for intial configuration on fresh router it require setup
mode so C would be correct answer.
A copy mode is nothing but used copy cmd in tftf flash
copying ios.
B user mode is for showing utilities and restricted
permissions
D.startup mode is used basic start up[ configuration..well
cisco determines basically 4 modes
1.user mode
2global config mode
3.privilage mode and
4 set mode thats all
