who will assign the seviourity & priority for a BUG in a
project ? tester or any other.......... ????

The Severity means "How it(bug) is affecting the functionality".
Therefore Severity is assign by the Tester.
The Priority means " How quick this bug need to be resolved"
Therefore Priority is assign by the Developer.
