why DC current not used in Transformer action?

transformer works on mutual induction principle which
states that emf is induced in other coil if changing
magnetic flux is linked in nearby coil,therefore if dc is
used then there is no changing flux finally no emf.

we have consol make 3 phase servo stabilizer for cnc m/c. while installing the earth neutral voltage is 1.7 volts at stbilizer off condition and when stabilizer get on en voltage reaches 4.8 volts (new earthing is done and neutral is helthy condition all phase to neutral volts 440,442,441 v)why this happen.solution for cause.

What is the need of earthing transformer for delta side of a transformer. (Think of a line section between a star/delta transformer at a grid substation and delta/star transformer at a village. An earthing transformer is there at the delta side of the star/delta transformer at grid substation). As there are no ground reference there will not be fault current if a one phase is grounded.
