All crap!!
The defect status is changed by the one who is responsible
for defect management for that project.It can be the PM,PL,
Test Manager, Test Lead, Test Engineer. It can be
anyone.Any status of the defect is ideally changed by the
one who is responsible for defect management. It can be a
formal process or an informal one dpeending on the [roject
volume/ priority/deadlines/budget etc.
