What are the consequences in using existing step up
transformer (primary 6.6kv/175A, secondary 480v/2405A) for
step down transformer to have a 6.6kv output?

The only real limitations on a transformer are overvoltage
and heating. Using the transformer to step up instead of
step down will make no difference. However, the protection
relay settings for this transformer, and some other parts
of the network, will need to be changed.
