When a tester catches a bug he reports it to the
developer,than after the bug is fixed the retesting is done
of that new function only.
whereas Regression testing is of the entire system,entire
system is again tested according to the all conditions used
at the time of testing.it is done to ensure that the system
is working fine after the addition of the new function/
corrected bug.

If you are handling a product testing and if there are around 100 test cases and in them few test cases are failed then at the end of the day how will you treat whether the product is pass/fail.? consider the failed test cases are in functional requirements.
