As far as i know its entirely depend on the number of virtual lines that the router IOS supports and number of lines are configured with password. At first this question is incomplete because telnet sessions work at layer 7 means purely software that means telnet uses the virtual terminal line. virtual means software Cisco IOS 12.2 supports 16 simultaneous and previous IOS supports max of 5 lines
