yes if we are paying any advance or full payment for
advertising exp. we will have to deduct tds

yes , but full fill the conditions that is if single
payment exceeds Rs.20000/- or payment made in the year
exceeds Rs. 50000/- (in agreegates) then tds will atract

If we make any payment whether it is advance or partial or
full & final settlement to as such parties on which TDS is
implement than we will have to deduct TDS.

The advertising agency, contract is exceeds Rs.20000/- (in a
single payment/contract) or in a year Rs.50000/-. So, TDS
can deduct on advance payment.
