Early rome when they had a republic. I am not a historian,
but i remember studing roman history when they started as a
republic; slipped into a democarcy; then into an oligarchy
and then the emperors took over which started the beginning
of end of the Roman Empire. I COULD BE WRONG BUT THIS IS
