they can not change it

Through group policy we can set the wallpaper for all users
in doamin. Suppose if new user login at the first time they
can also get same wallpaper and this is not allowed the
change the wallpaper except system administrator.or we also
need change registry value as follows :
In Regedit :
HKEY_USERS\.DEFAULT\Control Panel\Desktop-right side
wallpaper (here assign name of the wallpaper)

We can use mandatory profile. with the help of this user is
no allowed to make changes in wallpaper setting except
system administrator.

To restrict user to change the wallpaper you need to
specify 4 Group Policies
1.Enable active Desktop
2.Active Desktop Wallpaper
3.Disable changing wallpaper
4.Allow only bitmap wallpapers
