Yes we can organize layes..
For example you create a Ball in 1st layer and then in
second layer you create the background. But you should lock
all the layers and unlock the layer which u r working,
because unlocked layers will be active always(active means,
if u want to drage the ball, backgroung layers also will be
affected)

Yes you can organize layers in photoshop.In photoshop every
editing happens in new layer for convenience.

Organizing Layer in Flash is possible like Photoshop but not
to the same extent how we use them in Photoshop.
Coz.. In photoshop Layers are meant for complete graphical
illustration, where as the same properties are lost in Flash
by giving room for animation purposes. Very Few Graphical
Properties were available in Flash.

It is so easy to arrange layers in photoshop, simply pick
the layer and keep the mouse pressed and drag and leave
where you want to place it. u can keep it up or down by
mouse. or simply lock the all layers and unlock the layers
which you want to arrange

You can also add folders, and place layers inside them.
Folders can be named and given with color to identify easily.
