My M1 VISA GOT REJECTED WITHOUT A REASON, I didn't get any slip or letter stating the reason for rejection nor there was any sort of rejection stamp on my passport..I just got my passport back.During the interview the officer just asked my my passport,DS-160 Confirmation page,I-20,SEVIS FEE Confirmation page. thats all...I had my financial statements,school certificates but he didn't ask for any of this..at the end of our conversation I asked him is there any other documents he would like to see..and he said no..I was under the impression my visa will be approved. but then i get my passport without visa. now i dont know whome to ask. I tried sending them emails but no reply. Can I just go and meet them straight or Do I have to pay visa fee again, Do I have fill the DS-160 form all over again? what is the correct procedure. since they haven't told me the reason I am all confused now. please I need your help

Hi i was rejected for F-1 visa at Chennai consulate on 9th of July 2008, i hope, i was rejected in the case of my backlogs, they are 13, and now am planning to take the visa interview again, so what would be my answer if they ask me " why u have been rejected for the first time "? and " Why these many backlogs" ? I’m waiting for my final SEM result for BE in Information Technology. I’m intending to carry on with my studies in master in CSE or IT in United States. I’ve two years of backlog one in first year of Diploma and second in First year (SECOND YEAR OF ENGG. Since diploma) of engineering. After diploma I was in some other university, but since I got a year drop I changed my university since I was finding it difficult to get adjusted and hence changed my university. Now, I’m about to complete my graduation but have a very low aggregate percentage with couple of DEAD ATKT. Now, will this affect my chances of getting admission in top 20 or 30 university of US even after passing GRE and TOFEL with high numbers or Even if I get admission will I be rejected in VISA interview or getting a job experience of 2 years along with couple of certifications, help me in any form which will increase my chances of getting admissions and also clearing VISA interview. Is ABSENT a Backlog... I was absent for an exam due to illness but gave it later.My marksheet showed 'ABS' instead of 'F'.Is it regarded as a backlog.
