The Ashoka Inscriptions were written in Dhamma-lipi and its language is Pali. Lipi and language are different. It appears that 'lip' and 'likh' dhatu were familiar at the time of Ashoka. That is why, 'dhamma-lipi'(lip dhatu) and 'lekhapita'(likh dhatu) words were used.To say that 'dhamma-lipi' word is used for 'lekh'(article/dacument) is totally wrong. It is kept in mind that Brahmi-lipi is taken from Lalit Vistar, a Buddhist scripture which was written around in 3rd century after Crist. The Ashoka Inscriptions are of 250 B.C.
