Cause: Initialization of the security subsystem failed
during listener startup or reload. The listener could not
obtain system resources (memory, or file descriptors) needed
for local OS authentication security mechanism.

Action: Make sure that system resources like shared memory
and heap memory are available for listener to execute
properly. For further details, turn on tracing and execute
the operation again. If the error persists, contact Oracle
Support Services.
