Cause: Connection could not be properly established to a
Connection Manager. This may be because the Connection
Manager (Interchange) specified is not running or the
Connection Manager addresses are incorrect.
Action: Make sure the Connection Manager is running by using
the STATUS command of the Interchange Control Utility; if
necessary, start the Connection Manager using the START
command of the Interchange Control Utility. If it is running
and the error persists, contact Oracle Customer Support.
