Cause: The SKIP OFFLINE and SKIP READONLY options are only
permitted when the target database controlfile is current.
When the target controlfile is not current, it is not
possible to obtain a datafile's offline/readonly status.

Action: Remove the skip option or mount a current
controlfile on the target database.
