Cause: A join present in the materialized view requires RELY
mode to be set on the primary/foreign key constraints.
Action: Set the RELY mode with ALTER TABLE <table> MODIFY
CONSTRAINT <constraint> RELY command. Alternatively validate
the constraint with ALTER TABLE <table> VALIDATE CONSTRAINT
<constraint>.
