Cause: The current database has has not be created or
upgraded to support Summary Advisor. Summary Advisor
requires several Java stored procedures.
Action: Log into the database with SYSDBA privileges.
Execute the INITQSMA.SQL script found in the ADMIN directory
under the ORACLE home. **** **** Messages 520-709 are in the
9i Summary Advisor Java modules
