Cause: The precompiler option NLS_LOCAL=YES was used without
also specifying MODE=ANSI. The precompiler option MODE=ANSI
must be specifiied if NLS_LOCAL=YES.
Action: Set the precompiler option MODE=ANSI in addition to
NLS_LOCAL=YES or do not set NLS_LOCAL=YES.
