product 'value' and facility 'value'.

Cause: An application called the INTL.MESG function with an
incorrect or uninstalled product / facility combination.
Action: Make sure that the appropriate binary message file
is stored on the host in the correct location:
$ORACLE_HOME/product/facilitylanguage.msb.
