Cause: The server's configuration data has a problem of some
sort which prevents the server from starting.
Action: Previous error messages in the log file will specify
the exact problems leading to the shutdown. The problem most
frequently occurs when the network is broken up into
multiple administrative regions and the delegation points
are incorrect. Read the Oracle Names documentation sections
on region delegation and ensure that their directions are
being followed correctly.
