ORA-01019: unable to allocate memory in the user side

On Windows 7, when trying to connect to Oracle from Excel I
ran into this problem. I changed to run excel as
administrator and it works.

Cause: The user side memory allocator returned error.
Action: Increase the processes heap size or switch to the
old set of calls.
