This error may when localization is not able to retrieve the
country from location of organization , while creating
location of an organization address field is entered in this
country field should be filled that the location belongs to
which country , this is one of the reason.

Cause: LEVEL, PRIOR, or ROWNUM is being specified at illegal
location.
Action: Remove LEVEL, PRIOR, or ROWNUM.
