Cause: An attempt was made to set the
_INTERNAL_RESOURCE_MANAGER_PLAN parameter, however this
failed because the current RESOURCE_MANAGER_PLAN has the
FORCE prefix.
Action: Remove the FORCE prefix from the
RESOURCE_MANAGER_PLAN parameter.
