Cause: An attempt was made to create a system trigger with
INSERT, UPDATE, or DELETE triggering events, but this type
of trigger is not supported because a system trigger does
not have a base table.
Action: Do not attempt to create a system trigger with
INSERT, UPDATE, or DELETE triggering events.
