refresh method is NONE

Cause: An attempt was made to refresh a summary whose
refresh method is NONE
Action: Summaries whose refresh method is NONE (NEVER
REFRESH) cannot be refreshed. Alter the summary to change
the default refresh method from NONE to some other value.
