Cause: Tried to issue a DROP/ALTER on a domain index
partition in a FAILED state.
Action: do ALTER INDEX REBUILD PARTITION to rebuild the
index partition OR ALTER TABLE TRUNCATE PARTITION to mark
the index partition as valid.
