Cause: An invalid privilege name was specified as an
argument to procedure GRANT_SYSTEM_PRIVILEGE or
REVOKE_SYSTEM_PRIVILEGE of package DBMS_RESOURCE_MANAGER_PRIVS.
Action: Specify a valid privilege name.
