Cause: Initialization of a network connection to the extproc
agent did not succeed. This problem can be caused by network
problems, incorrect listener configuration, or incorrect
transfer code.
Action: Check listener configuration in LISTENER.ORA and
TNSNAMES.ORA, or check Oracle Names Server.
