ORA-28533: Heterogeneous Services coercion handling error

Cause: The Heterogeneous Services encountered an error in
coercion handling. The HS can, if the agent vendor so
chooses, perform extra processing on SQL statements that
contain implicit coercions or that contain coercion
functions such as TO_CHAR, TO_NUMBER or TO_DATE. This
functionality is controlled by coercion-related
capabilities. HS logic reports this error when it encounters
an error in one of these capability definitions.
Action: The capability table settings are controlled by the
agent vendor and can be modified by the DBA. Contact your
DBA and agent vendor and get the correct set of capabilities
installed.
