Cause: ORACLE was unable to retrieve definitions of
distributed external procedures or remote libraries
registered for the non-Oracle system instance, probably
because the underlying data dictionary table does not exist
or is malformed.
Action: Verify that the ORACLE server's Heterogeneous
Services data dictionary was installed correctly. If the
Heterogeneous Services data dictionary is not installed,
execute the CATHS.SQL script in the $ORACLE_HOME/rdbms/admin
directory.
