Cause: An attempt to start MTTR advisory was made, which
failed because either FAST_START_IO_TARGET or
LOG_CHECKPOINT_INTERVAL was specified.

Action: Set FAST_START_IO_TARGET and LOG_CHECKPOINT_INTERVAL
to 0.
