Cause: The NEXT_MESSAGE or NEXT_TRANSACTION option was
specified after dequeuing all the messages.
Action: Reset the dequeuing position using the FIRST_MESSAGE
naviagtion option and then specify the NEXT_MESSAGE or
NEXT_TRANSACTION option.
