Cause: An attempt was made to upgrade or downgrade a queue
table using the DBMS_AQADM.MIGRATE_QUEUE_TABLE procedure,
but the user who executed the procedure does not own the queue.
Action: Reconnect as the owner of the queue table, and then
execute the DBMS_AQADM.MIGRATE_QUEUE_TABLE procedure.
