Cause: An attempt was made to upgrade a queue table, but a
previous command to downgrade the queue table has not yet
completed succesfully.

Action: Complete the downgrade of the queue table by
re-executing the DBMS_AQADM.MIGRATE_QUEUE_TABLE procedure.
Then, upgrade the queue table.
