Cause: A DISABLE_SCHEDULE_PROPAGATION command was issued for
a queue and destination pair whose propagation schedule
already was disabled.
Action: Make sure the QUEUE and DESTINATION are correct when
you issue the DISABLE_SCHEDULE_PROPAGATION command.
