ORA-24063: cannot downgrade QUEUE_TABLE that has queues with
rule-based subscribers

Cause: An attempt was made to downgrade the queue table when
there were queues on which rule based subscribers are defined.
Action: Remove the rule based subscribers for all queues in
this queue table and retry.
