Cause: A CLOB or NCLOB in a fixed-width or varying-width
multibyte character set was passed to a SQL character
function which does not support multibyte LOB data.

Action: Use DBMS_LOB functions such as DBMS_LOB.INSTR() and
DBMS_LOB.SUBSTR()
