ORA-22620: buffer size too small to hold the value

Cause: Buffer size is not enough to hold the value. Most
likely while doing the character set conversion, a bigger
buffer is needed.
Action: Pass in a bigger buffer. If the client character set
format differs from that of server, doing the conversion may
result in 4X expansion.
