Cause: Attempt to use the pickler TDS handle without
initializing/ constructing it.

Action: Use OCIPicklerTdsInit to initialize the handle
before it is constructed. Use OCIPicklerTdsGenerate to
generate the TDS before its attributes can be accessed.
